The Nine Rooks (9R)
The Overwatch Foundation Board of Directors, known as the “Nine Rooks,” is a group of nine business leaders, career public servants, and subject matter experts that comprise the oversight board of the Foundation. In chess, the rook is widely considered one of the most versatile pieces, with equally matched offensive and defensive capabilities. A Director, once elected, may serve a term of years as Director and may be selected as an Officer of the board for a time. But all board members, past and present, are bestowed the title of “Rook” and may use the “9R” shield for the rest of their professional career as a symbol of the impact they made in the service of our state.
Kevin M. O’Shea, Esq.
Director, Vice Chair, & Rook.
Attorney O’Shea is a lawyer and equity member at Sulloway & Hollis, PLLC. He concentrates his practice on commercial litigation, including contract disputes, and defense of manufacturers warranties. A significant portion of his practice focuses on the Internet and technology law, including privacy and domain registration disputes. In 2022, Kevin earned the Certified Information Privacy Professional/United States (CIPP/US) designation from the International Association of Privacy Professionals. In complex litigation cases, he is often called upon to spearhead discovery efforts in connection with electronically stored information (ESI) and the related spoliation motion practice
Kevin serves as the firm’s chair of both Sulloway’s Technology Committee and Ethics Committee. In 2018, Kevin was named to the Thomson Reuters’ Super Lawyer® list for Business Litigation and has been included on the list for the years 2021, 2022 and 2023.
Outside of work, Kevin has been an adjunct professor at the University of New Hampshire Franklin Pierce School of Law, a Commissioner on the New Hampshire Higher Education Commission, and a Panelist for the National Endowment for the Arts, National Heritage Fellowships. In 2023, he was awarded the Distinguished Eagle Scout Award to recognize Eagle Scouts who have achieved extraordinary national-level recognition, fame, or eminence within their profession and/or service to the nation and have a strong record of voluntary service to their community. Prior to entering law school, Kevin worked for more than 10 years as a musical agent and manager for Emmy® and Grammy® nominated artists.
Terence R. Pfaff
Director & Rook.
Terry has built a career as a New Hampshire public servant, balancing both a career as firefighter for the City of Manchester (30 years) and a legislative role, first serving four terms in the New Hampshire House of Representatives for Hooksett and then eventually becoming the Chief of Staff for the House. When he retired from firefighting, he transitioned full-time into NH State leadership where he is now the Chief Operating Officer for the General Court. In addition to his legislative activities, he has been a long-standing member of the Board of Trustees for the Visiting Nurse Association of Southern NH, where he was elected Board Chair in 2021.
As a lifelong resident of New Hampshire, Terry is an active outdoorsman, hunting, fishing, and snowmobiling any chance he can get. He’s been happily married to wife, Cindy, for over 38 years, and they have three sons and three granddaughters.
Vincent M. Chambers

National Security Subcommittee (Chair)
Vince’s career has focused on service to the Country. Vince started his professional career as an active-duty Army Officer, serving nine years in both CONUS and OCONUS assignments. Vince attained the rank of Captain and served as a Platoon Leader, Company Commander, and in various Army staff positions.
After his military service, Vince was appointed to be a Special Agent with the Federal Bureau of Investigation. Vince served for over 20 years as an FBI Special Agent leading complex investigations into violations of the Foreign Corrupt Practices Act, international narcotics trafficking, counterterrorism, domestic terrorism, inner-city gang violence, white-collar crime, and computer intrusion crimes. Vince has a passion for upholding the Constitution of the United States and protecting the people of America.
Vince earned a Bachelor of Arts in International Relations from Norwich University, The Military College of Vermont (Magna Cum Laude) in 1994, and earned a Master of Science degree in Cybersecurity, Policy, and Governance from Boston College (Summa Cum Laude).
When Vince is not continuing his education in cybersecurity, he focuses his time on his family, jiu-jitsu, scuba diving, “Frankie” the Boykin Spaniel, triathlons, and traveling.
Andrew Richardson
Director
With 30 years of experience in intelligence, security, and operational risk, Andrew brings a veteran’s perspective to the corporate landscape. A former analyst for the National Security Agency and the US Air Force, he specializes in managing complex, sensitive projects and threat assessments for Fortune 2000 organizations. Andrew has a proven track record of collaborating with federal and local law enforcement to combat financial crimes and infrastructure threats, and has played a key role in building several prominent security and cyber-intelligence firms. Outside of his professional work, he is a dedicated volunteer and board member focused on cybersecurity, veteran support, and youth mentoring in his home state of New Hampshire. He currently serves as a Global Operational Risk Management Leader for a New York City-based Fortune 2000 company.
Sonja Gonzalez
Advisory Board Member
Sonja Gonzalez is a seasoned technology executive with over two decades of experience leading strategic IT initiatives across government, utilities, education, and nonprofit sectors. She currently serves as Chief Information Technology Officer for the New Hampshire Retirement System, where she is responsible for advancing enterprise technology strategy, strengthening cybersecurity posture, and modernizing systems that support critical retirement services for public employees across the state. Known for her collaborative leadership style, Sonja excels at aligning technology investments with organizational mission, driving efficiency, resilience, and long-term value.
Prior to her current role, Sonja served as Vice President of Information Technology at New Hampshire Electric Cooperative, where she led IT operations supporting critical infrastructure, ensuring the reliability, security, and resilience of systems essential to power distribution and member services. Her work focused on strengthening cybersecurity defenses, modernizing core platforms, and enhancing operational continuity in a highly regulated and mission-critical environment. Her career also includes Chief Information Officer for the City of Rochester, New Hampshire, as well as roles in education and nonprofit organizations. With a foundation that began in marketing, sales and product management at companies like Polaroid, she brings a unique blend of business acumen and technical expertise to her work. Sonja holds a Bachelor of Science in Mechanical Engineering from Rensselaer Polytechnic Institute and remains committed to continuous learning and innovation in an evolving technology landscape.
